My wife and I had attended the Balloon Fiesta in 2014 and were anticipating our return in 2021. We employed a strategy that worked quite well for us the first time and it remained successful the second time. My advise would be to plan to stay in Albuquerque for a few days if possible to allow for flexibility in case the weather does not cooperate.
