It had been two years since the CCG raided Anteiku. Although the climate in Tokyo has shifted dramatically as a result of the CCG's rising power, ghouls continue to be a problem, as they have started to exercise caution, particularly the terrorist group Aogiri Tree, which recognizes the CCG's growing danger to their survival. In the manga, the events around Tsukiyama occurred first, followed by the Dove Emergence Arc. For whatever reason, the anime reversed the order of events, beginning with Amon and Mado and ending with Tsukiyama. The cause for this switch was unknown, since it did not seem to have much justification.
