Radcliffe, a scientist, is taken off a train and his security escort is assassinated. Harry Palmer, a British Army sergeant with a criminal record who is now employed by a Ministry of Defence organization, is called and moved to a section led by Major Dalby by his boss, Colonel Ross. Ross feels that Radcliffe's disappearance is related to the disappearance of sixteen other prominent British scientists during the height of their careers. He warns Dalby that if Radcliffe cannot be retrieved, his crew will leave. Palmer is then presented as the security escort's replacement. Following that, Dalby informs his operatives that the primary suspect is Eric Grantby and his chief of staff, dubbed "Housemartin," and instructs them to ascertain their current whereabouts. Palmer meets and befriends Jock Carswell as well. Palmer locates Grantby via a Scotland Yard source, but when Palmer attempts to stop Grantby from fleeing, he is assaulted by Housemartin.
